DMW welcomes IBF “High Risk Area” designation of Red Sea Gulf of Aden

The Department of Migrant Workers (DMW) has expressed strong support for the International Bargaining Forum’s (IBF) decision to designate the southern section of the Red Sea and the Bab El-Mandeb Strait leading into the Gulf of Aden as a High-Risk Area (HRA) effective December 22, 2023. This designation aims to enhance the safety and well-being of Filipino seafarers and other maritime personnel navigating these waters. Here’s a summary of the key points:

International Bargaining Forum (IBF):

The IBF, established in 1999, serves as a platform for negotiations between the International Transport Workers’ Federation (ITF) and international maritime employers represented by the Joint Negotiating Group (JNG). The forum focuses on addressing seafarers’ rights, working conditions, and overall well-being in the maritime industry.

Designation as High-Risk Area:

The DMW, in collaboration with stakeholders and social partners, advocated for the inclusion of the southern Red Sea and Bab al-Mandeb Strait shipping route as a high-risk zone due to increased threats to maritime vessels and seafarers.

Protection Measures for Seafarers:

The designation of the area as an HRA entails several protective measures for seafarers, including:

    1. The right to refuse sailing, with repatriation at the company’s cost and compensation equivalent to two months’ basic wage.
    2. Additional bonuses and compensation for seafarers who choose to board ships, with provisions for extended compensation in case of death or disability.
    3. Mandatory enhancements in security arrangements to ensure the safety and security of maritime personnel.

Commitment to Seafarers’ Safety:

Hans Leo J. Cacdac, the DMW Officer-in-Charge, commended the IBF’s decision and reaffirmed the DMW’s commitment to the safety, rights, and welfare of Filipino seafarers. He emphasized the department’s dedication to working tirelessly to protect seafarers navigating the Red Sea and Gulf of Aden.
