DMW shuts down consultancy firm promising maritime jobs

The Department of Migrant Workers (DMW) has taken decisive action against a consultancy firm in Manila for illicit practices related to the recruitment of Filipino maritime workers. The firm, Double D Training Consultancy Services (DDTC), was found to be operating without the necessary licenses and authorizations from the DMW, raising concerns about the welfare and rights of prospective overseas Filipino workers (OFWs).

Key Points:

  1. Unauthorized Recruitment Activities: DDTC was operating without the proper licenses or authorization from the DMW, which is mandated to oversee and regulate the recruitment and deployment of Filipino workers overseas. This unauthorized operation exposed Filipino workers to potential risks and exploitation, as they were misled into believing they were securing legitimate job opportunities in the maritime sector.
  2. Government Warning: DMW Officer-in-Charge Hans Leo J. Cacdac issued a stern warning to Filipino workers, urging them to exercise caution and verify the legitimacy of recruitment agencies before engaging with them. He emphasized the importance of consulting the DMW’s official website to access a list of licensed agencies and approved job orders, thereby empowering workers to make informed decisions and avoid falling victim to illegal recruitment schemes.
  3. Illegal Fees: MWPB surveillance operations uncovered that DDTC was charging exorbitant fees amounting to Php 80,000 per applicant for various sea-based positions, including able-bodied seaman, oiler, and engineer. Such practices not only exploit job seekers but also undermine the integrity of the recruitment process, highlighting the need for stringent measures to combat illegal recruitment and protect the rights of OFWs.
  4. Enforcement Actions: The closure of DDTC marks a significant step in the DMW’s ongoing efforts to crack down on illegal recruitment activities. The firm, along with its staff, will be included in the DMW’s “List of Persons and Establishments with Derogatory Record,” effectively barring them from participating in the government’s overseas recruitment program. Additionally, they will face legal consequences for their involvement in illegal recruitment.
  5. Protecting Filipino Workers: The DMW’s actions underscore its commitment to safeguarding the welfare and rights of Filipino workers, particularly those seeking employment opportunities overseas. By holding accountable entities that engage in illegal recruitment practices, the DMW aims to create a safer and more transparent environment for Filipino workers, ensuring they are treated fairly and afforded the protections they deserve.

In summary, the DMW’s closure of DDTC sends a clear message that illegal recruitment will not be tolerated and that those who exploit Filipino workers will be held accountable. Through continued vigilance, enforcement, and public awareness, the DMW remains steadfast in its mission to protect Filipino migrant workers and uphold the integrity of the overseas recruitment process.

The DMW encourages the victims of DDTC to contact the MWPB through their Facebook page at https://www.facebook.com/dmwairtip, email at [email protected] or through their hotline number +63 2 8721-0619 for legal assistance in filing cases against the firm.
