Illegal recruiter Luzviminda Lucena Panzuelo was recently arrested by the National Bureau of Investigation – Anti-Organized & Transnational Crime Division (NBI-AOTCD) after her victim “Jenny” (false name) met her while getting a certification that the bogus recruiter has no authority to offer a job abroad.
Panzuelo doesn’t need a license to recruit those who want to work abroad from the Department of Migrant Workers (DMW).
The suspect’s modus is to persuade workers in Canada and they allegedly only have to pay P189,000 each as “processing fee” for “guaranteed” jobs as office and factory workers at Coca Cola Company.
It was learned that the arrest took root after “Jenny” faces the accused while she was at the DMW Migrant Workers Protection Bureau (DMW-MWPB) to seek legal advice regarding her filing of an illegal recruitment case and to contact the NBI-AOTCD.
According to NBI-AOTCD, Panzuelo is facing three cases of fraud at the Metropolitan Trial Court of Caloocan City if they served a warrant of arrest against Panzuelo. There is also a pending non-bailable illegal recruitment case at the Regional Trial Court (RTC) Branch 17 in Manila City.
The suspect is currently in custody at NBI Taft Avenue, Manila while the case of large-scale illegal recruitment without pending bail is being prepared.
